Putting My Experience to Work
Hi, I’m Libby Taylor — a mom, Medicaid policy analyst, and proud Frederick, MD resident running for an At-Large seat on City Council.
With a background in social work, constituent services, and a Master’s in Public Policy, I’ve spent my career helping others navigate complex systems and working to make government more responsive and effective.
Since 2023, I’ve also served as Chair of the Ad Hoc Neighborhood Engagement & NAC Committee, where I’ve worked to ensure residents have a stronger voice in local decision-making.

PRIORITIES
I’m running for City Council because I believe local government should work for the people who live here—plain and simple.
My priorities reflect the conversations I’ve had with neighbors across our community. They’re about the things that truly matter: affordable housing, dependable public services, strong local neighborhoods, and support for the families who call this city home.
These aren’t just talking points—they’re my commitment to building a city that’s livable, inclusive, and responsive to real needs.

Affordable Housing
Promote smart, inclusive development that reflects our community's diverse housing needs. Collaborate with the City and development partners to ensure new projects include essential infrastructure from the start. Integrating housing with public services strengthens neighborhoods and preserves Frederick's character while meetng today's needs.

Supporting Families
Build a city where all households — from young families to retirees, LGBTQ+ friends, caregivers, and those living solo — feel welcomed, supported, and set up to thrive. Prioritize access to high-quality, affordable childcare and collaborate with the county to address school overcrowding. Ensure new development reflects the needs of our diverse community through thoughtful planning, shared responsibility, and a commitment to equitable access to education and essential services.

Strengthening Our Neighborhoods
Invest in areas like the Golden Mile and East Street. Support local businesses, expand green spaces, and make neighborhoods feel more walkable. Reform zoning to create vibrant, mixed-use communities.
